phpbb problem with modules.php
Hello,
I am having a problem with my installation of phpbb, as in, when attempting to moderate posts or usergroups on the forums I get the following error:

You don't have permission to access /modules.php on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

this happens when accessing the following for instance:
modules.php?name=Forums&file=modcp
It seems to be the second part of the querystring:
of the query

The the error only appears after you attempt to reach the "&file=groupcp" groupcp.php file through modules.php
Have any of you come across this problem before, and if you have do you know of anywhere I can gleam information to fix it?
I should add I'm running BBtoNuke 2.0.7 upgrade to 218 on php-nuke 7.8 installed from updated Fantastico. The theme is fisubsilversh. Though other themes make no difference, as same error appears.
