Appending a string value to a URL

Sorry if this question sounds really basic but I am completely new to all this.
Within the Web Link module I want to be able to append a constant value to the end of the link URLs.
I want to be able to change this constant value on an irregular basis so I was thinking of putting it in the l_config.php file within the web links module.
The constant value is a string and needs to be of the format:-
Id = "&id=stringvalue"
The purpose of it is to be able to more accurately track affiliate links.
Once the constant has been assigned the index.php file will need to be changed for every instance where the URL might be clicked. The 4id value needs appending to $url.
