Functionality Question - Is this the package I'm looking for

Firstly I've read the rules and spent an hour and a half searching and browsinng before I signed up.
I'm looking for some pretty specific functionlity and wondered whether phpnuke could provide the solution.
I have set up and used a few forums in the past but only to provide support forums for work. I am no software engineer but I can deal with a bit of php hacking.
I will have two types of user, one is a standard user and the other is a subscibed user.
I want to be able to create a two topics that each contain a thread for each subscibed user that is read only to everyone else. In an ideal world these would be created automaticaly when admin authorises the subscribed user but it would not be impossible to create these from admin manually. I then need to be able to set up a once a month survey whereby all subscibed users can 'vote' on each others content (each user just selects the best content. one user - one vote). I can elaborate a little further if someone thinks this might be possible.
Is this too far from what is already out there? Am I trying to knock a square peg in a round hole?
I think I have a genuinly good idea for a new community site but need to sort the technology first.
